Position Summary/Responsibilities:  

 

Reporting to the SMD of CR Reporting & Analytics and Webster Bank’s CRA/FRB Officer, the Manager, CRA Administration is responsible for:

  • Managing the operational aspects of Webster Bank’s CRA Program, which includes data collection, validation, compilation and analysis of the Bank’s CRA Lending, Investment and Community Services data. In addition, this role is responsible for performing various routine and ad hoc analyses such as BC Optimizations [along with post-closing client retention reviews]; Lending In/Out; Lending distribution; Alternative Delivery analyses; etc. utilizing complex software system. 
  • Providing regulatory support and guidance pertaining to HMDA and CRA to Corporate Compliance, Consumer Banking, Commercial Banking, etc. and interfaces with senior and business line leaders.
  • Continuously updating and maintaining the Bank’s online CRA Public File [regulatory requirement].
  • Monthly/Quarterly Reporting of CRA Lending activities include HMDA, Small Business (CRA) and CDLs which require monthly and quarterly data imports to CRA Wiz from multiple LOBs either via Power Lender interface or manual spreadsheet upload; producing monthly Edit Reports for the LOBs to verify and/or correct their data; periodic performance reporting and regulatory submissions. Identifying and maintaining a record of CDLs and supporting documentation
  • Community Services include maintaining a current record of Banking Center (BC)/ATM/ITM distribution in LMI and HMG communities, conducting BC Optimization CRA/FL Impact Analyses for all proposed closures/consolidations/relocations, post-closing Customer Retention Analyses, and analyses of Vicinity Banking Center transactions.  Collecting, qualifying and maintaining a record of CD Volunteer Service Hours (board/ committee memberships) and CD Educational Activities.  Additional services information collected and reported include but are not limited to EBT ATM fee waivers, IOLTA/IOREBTA/CHFA interest paid to state boards, Elan Credit Cards, and Alternate Delivery Systems (ADS).
  • Providing regulatory support and guidance to LOB and Corporate Compliance pertaining to HMDA and CRA. Collaborating with LOB to ensure HMDA and CRA procedures are accurate, and processes are functioning, as expected.
  • Responsible for the ongoing updates and maintaining of Webster Bank’s online CRA Public File.
  • Additional responsibilities include:
  • Completing Requests for Proposal (RFP)
  • Serving as a point of contact to IT for CRA HMDA related system updates/corrections
  • CRA Program governance and administration
  • Assisting in the preparation of regulatory examinations and audits
  • Responsible for managing Annual Regulatory HMDA and CRA Submissions
  • Assisting in the preparation of regulatory examinations and audits

Experience & Education:

  • Candidate with advanced degrees (Associates, Bachelor's, and/or Master's) preferred, yet a High School diploma or GED is required. Candidates with some combination of coursework and experience, or extensive related professional experience, are eligible for consideration.
  • Strong regulatory knowledge and experience with CRA, HMDA, and Fair Lending
  • Experience with Wolters Kluwer CRA and Fair Lending, as well as Excel software
  • Analytical and organizational skills
  • Ability to prioritize work
  • Ability to meet deadlines and juggle multiple assignments
  • Impeccable attention to detail
