Webster Bank is seeking a BSA Governance Managing Director to ensure adherence with specific aspects of the corporate-wide Bank Secrecy Act (BSA) and Office of Foreign Assets Control (OFAC) Compliance Program.  This position will be responsible for developing and enhancing the BSA corporate policies and procedures, BSA/AML/OFAC risk assessments and other corporate BSA program functions, including:

  1. Manage key aspects of the corporate-wide BSA/AML and OFAC compliance program
  2. Develop/enhance corporate-wide BSA/AML & OFAC Program policies and procedures in line with government regulations and industry standards
  3. Manage enterprise BSA, KYC and OFAC compliance line of business testing, monitoring & reporting
  4. Coordinate, manage and enhance the periodic enterprise wide BSA & OFAC Risk Assessments
  5. Ensure appropriate BSA and OFAC compliance with new and existing bank products, services, delivery channels and geographies
  6. Manage the BSA/AML and OFAC regulatory change management program
  7. Design, maintain and deliver appropriate corporate wide BSA and OFAC training, in person and through Webster University
  8. Manage, coordinate and liaison with the OCC and internal Audit for BSA/OFAC exams and audits.  
  9. Track and remediate any enterprise wide BSA and OFAC issues identified
  10. In coordination with Senior Managing Director of BSA, develop and deliver BSA/FIU reporting metrics to Board, Executive Management and OCC as needed

Key Responsibilities:

  • Provides Management oversight of BSA Governance vertical and responsible and accountable to ensure that all programs within vertical meet industry best practices and adhere to all regulatory guidance deadlines.
  • Possesses masterly level knowledge of BSA/AML, OFAC, KYC, CTR and MIR regulations.
  • Acts as a Subject Matter Expert (SME) and may be required to communicate with Webster Bank's Lines of Business (LOB) to provide guidance with Bank Secrecy Act (BSA)/Anti-Money Laundering (AML), U.S.A. Patriot Act and OFAC laws and regulations.
  • Stay abreast of industry trends through peer communication, networking, and industry events.  Represent bank as a subject matter expert at industry presentations.
  • May be required to liaise with law enforcement; may be called to testify in state and federal civil/criminal court proceedings.

Education, Experience, Skills:

  • Bachelor’s degree preferred in Business, Accounting, Finance, Economics, Criminal Justice or related field
  • 10+ years of experience in corporate compliance, banking, investigations, or related BSA/AML field.
  • Extensive knowledge of internal control structure and all BSA/AML laws and regulations
  • Strong analytical, computer, presentation, and written and verbal communication skills.
  • Able to interact effectively with all levels of management, legal counsel, law enforcement, regulators and examiners.
  • Superb attention to detail.
  • ACAMS certification required
